Reference: Plan - “Four-letter word”

Dear Fannin County Commissioners:

Newt Cunningham, Fannin County Judge, published an article citing the problems with roads in Fannin County and requested "sharing our thoughts.” The Fannin County Commissioners are the only people who can solve the problem - they must see to it that a “Plan” is formed and timely executed.

It’s obvious that funds must be dedicated to road improvement - a special fund must be established dedicated to the “Plan.” Once a dedicated fund has been established the Commissioners must determine how a “Plan” can be developed, possibly by forming a Plan Board consisting of qualified people that can make such a “Plan” - knowledge of financing, road construction (materials, resources, equipment, etc.), supervision of road construction, negotiating, legal matters, bid process, establishing specifications, quality control and assurance, public reporting, record keeping, etc. Resources may be found in colleges, universities, and business and professional associations.

Sources of funding may require State legislature approval. Making application for grants should be considered.

Priorities for road improvement should be made irrespective of districts but should be accomplished by each District according to the “Plan.” Recall District Commissioners if they do not get the job done - the public must be notified quickly who is not getting the job done and not wait for elections - and the public must respond quickly with recall petitions.

These are my immediate thoughts.
