THE BONHAM CITY COUNCIL WILL BE MEETING FOR THE PURPOSE OF

REGULAR MEETING

DATE OF MEETING: October 14, 2024

TIME OF MEETING: 5:30 P.M. – Regular Meeting
LOCATION OF MEETING: Bonham City Hall – 514 Chestnut

REGULAR MEETING AGENDA

Call to Order

1. Consider and take action to approve minutes of the September 9th regular meeting.

2. Consider and take action to accept the financial report for the month ending September 30, 2024.

3. Citizens Opportunity to Speak: [The City Council invites persons with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. Local practice limits comments to three (3) minutes or less. State law prohibits the City Council
from considering deliberations on any item not listed on the posted City Council Agenda.]

4. Hold public hearing and consider and take action on an ordinance to rezoned 1.0± acre located on the east side of Albert Broadfoot Street, 97± feet north of Union Street from Multifamily Residential Dwelling District, Lower Density District (A-1) to Planned Development Multifamily Residential Dwelling, Lower Density District (PD-A-1). Case 2024-004 (Property ID# 92491).

5. Hold public hearing and consider and take action on an ordinance to rezoned 1.0± acre located on the north side of E. Sam Rayburn Drive, 714± feet east of Lipscomb Boulevard from Single-Family Residential Dwelling District (R) to General Business District (B). Case 2024-008 (Property ID# 77239).

6. Hold public hearing and consider and take action on an ordinance amending Zoning Ordinance 14A Attachment 2, Appendix 2 (Definitions Associated with Schedule of Uses), Attachment 1, Appendix 1 (Schedule of Uses), and Article 11 (Special Uses) to include definitions and rules and regulations pertaining to Smoke/tobacco/CBD stores within the Bonham Code of Ordinances. Case 2024-007.

7. Hold public hearing and consider and take action on an ordinance amending Article 8.08 (Sex Offender Residency) and Article 8.09 (Loitering) of the Bonham Code of Ordinances to provide for child safety zone and amend definitions and prohibited conduct.

8. Consider and take action to approve a resolution regarding the Fannin County Multipurpose Complex Facility Use Agreement.

9. Consider and take action to approve a resolution regarding a finance agreement for the purpose of
financing General Fund equipment.

10. Consider and take action to adopt a resolution supporting legislation that Animal Control Officers
be considered First Responders under Texas law.

11. Consider and take action to approve the purchase of a VenTrac mower for the Parks department. 

12. Consider and take action to enter into a Mutual Aid Agreement for ambulance and emergency medical services between the City of Bonham and Lonestar Ambulance 1, LLC d/b/a Allegiance Mobile Health.

13. Recess into closed executive session for attorney client consultation to seek legal advice on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter and as permitted by Texas Government Code §551.071(2).

14. Reconvene in open public session and take possible action on the matter discussed during closed session.

15. Adjourn

In accordance with the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City
Council reserves the right to convene in Executive Session, as deemed necessary, to seek legal advice from its attorney on any item identified in this agenda, as permitted by law, or to consult with its attorney about
pending or contemplated litigation, settlement offers or any matter in which the duty of the attorney to the City
Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act.

The Bonham City Council hereby expresses its intention of considering, deliberating, and taking action on any item listed on this agenda unless specifically stated otherwise.
