Draft Environmental Assessment and Virtual Public Hearing with In-Person Option UNITED STATES HIGHWAY (US) 380 PRINCETON From Farm-to-Market (FM) 1827 to County Road (CR) 560 CSJs: 0135-04-036, 0135-03-056, 0135-16-002 Collin County, Texas
Collin County, Texas -- TxDOT is proposing to construct US 380 primarily on new location from FM 1827 to CR 560 in the cities of McKinney, Princeton and Farmersville in Collin County, Texas. This notice advises the public that a draft environmental assessment (EA) is available for public review and that TxDOT will be conducting an online virtual public hearing on the proposed project with an in-person option.
The virtual hearing is not a live event but will consist of a pre-recorded video presentation and will include both audio and visual components. The presentation will be posted online by Thursday, Sept. 12, 2024 at 5 p.m., and will remain online for at least 15 days.

If you do not have internet access, you may call (214) 320-4469 between the hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process.
Additionally, TxDOT is providing an in-person option for individuals who would like to participate in person instead of online. The in-person option will be held on Thursday, Sept. 12, 2024 with an open house from 5 p.m. to 7 p.m. and a live speech at 6 p.m. at the Princeton High School Cafeteria at 1000 East Princeton Drive, Princeton, Texas 75407. In-person attendees will be able to review hard copies of project materials, ask questions of TxDOT staff and/or consultants, and leave comments. The same information will be available at the inperson and virtual hearing.
The approximately 12-mile, US 380 proposed project includes a new location, eight to 10-lane, controlled-access freeway with continuous two to three-lane, one-way frontage roads and 10-foot shared-use paths on both sides north of the city of Princeton from west of CR 337 to east of CR 458.
The proposed project also includes a reconstruction and widening of the existing US 380 roadway from FM 1827 to west of CR 337 and from east of CR 458, across Lavon Lake, to CR 560. The proposed project would be constructed within a proposed right of way (ROW) of approximately 320 to 536-feet. The proposed project would, subject to final design considerations, require additional right of way and potentially displace 17 businesses, 18 single family residences and one non-residential/non-commercial property. Relocation assistance is available for displaced persons and businesses.
Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT District Office by calling (214) 320-6675.
The proposed project is anticipated to impact properties protected under Section 4(f) of the Department of Transportation Act of 1966 and the Parks and Wildlife Code Chapter 26. These properties owned and operated by the U.S. Army Corps of Engineers are located along the existing US 380 crossing Lavon Lake and the proposed US 380 for a total of 25.08 acres of right of way.
The proposed US 380 improvements would require the permanent incorporation of 0.02 acres of right of way and 0.53 acres of permanent easement from Twin Groves Park, 0.29 acres of permanent easement from the Low Density Recreation area, 23 acres of permanent easement from the Lavon Lake wildlife management area, and 1.07 acres of permanent easement from the Lavon Lake Vegetative Management Area. The proposed improvements would also require the use of approximately 0.17 acres of proposed permanent easement from Caddo Park (and Caddo Park Lavon Lake Historic District). All efforts will be made to minimize impacts to these properties.
In addition, the proposed project would potentially involve construction in wetlands and action in a floodplain. Coordination with the U.S. Army Corps of Engineers to minimize impacts to the above protected properties is ongoing. The draft EA, any maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection by appointment Monday through Friday between the hours of 8 a.m. and 5 p.m. at TxDOT Dallas District Office located at 4777 East Highway 80, Mesquite, Texas 75150. Project materials will also be available online at www.keepitmovingdallas.com/US380Princeton starting on Sept. 12, 2024. These materials will also be available in hard copy form for review at the in-person option.
The virtual public hearing and in-person option will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you.
