Virtual Public Meeting with In-Person Option: FARM TO MARKET ROAD 428 from Dallas Parkway to State Highway 289 (Preston Road)

Collin County. Texas -- The Texas Department of Transportation (TxDOT) is proposing to improve Farm to Market Road (FM) 428 from Dallas Parkway to State Highway (SH) 289 (Preston Road) in Collin County, Texas. This notice advises the public that TxDOT will be conducting an online virtual public meeting on the proposed project with an in-person option.

The virtual meeting will consist of a pre-recorded video presentation and will include both audio and visual components. The virtual meeting materials will be posted on Thursday, February 10, 2022 at 6 p.m. and remain online through Friday, February 25, 2022 at 11:59 p.m.

To log onto the virtual public meeting, go to the project website listed above any time during the dates and times
indicated above. If you do not have internet access, you may call (214) 320-6244 between the hours of hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process.

Additionally, TxDOT is providing an in-person option for individuals who would like to participate in person. In-person attendees will be able to view the same presentation delivered in the online public meeting which will be playing on a screen, review project materials, ask questions of TxDOT staff and/or consultants, and leave written comments. The in-person option will be held on Thursday, February 10, 2022 from 6 p.m. to 8 p.m. at the Collin College – Celina Campus, Room 110, located at 2505 Kinship Parkway, Celina, Texas 75009.

The proposed project includes the realignment and widening of FM 428 from Dallas Parkway to SH 289
(Preston Road) within the City of Celina, in Collin County for a distance of approximately 1.8 miles. Within the project limits, the existing FM 428 intersects with County Road (CR) 55, then turns south and continues east as W. Glendenning Parkway to the end of the project limits at SH 289. The existing FM 428 roadway, west of CR 55, is an undivided roadway that consists of two 11-foot-wide lanes with 4-foot shoulders, no sidewalks and no bicycle accommodations and an existing right-of-way of 90 feet wide. CR 55, east of FM 428, is an undivided roadway that consists of two 10-foot-wide lanes with 2-foot-wide
shoulders, no sidewalks and no bicycle accommodations and an existing right-of-way of 120 feet wide.

The existing roadway crosses the BNSF railroad tracks at grade. The proposed improvements would consist of four 12-foot-wide lanes (ultimate six) with an 18-foot-wide raised median, and 10-foot-wide sidewalks along both sides of the road within a variable right-of-way width ranging from 138- to 348 feet.

The project includes an overpass over the BNSF tracks.
The proposed project would require approximately 18 acres of additional right-of-way and potentially displace three residences and one non-residential structure.

Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by calling (214) 320-4469 or on the project website.

The proposed project would involve construction in wetlands and would involve an action in a floodplain.
Maps showing the study location as well as study approach information will be available for viewing at the
virtual and in-person public meetings. The public meeting notice and venue map will be available online at
www.keepitmovingdallas.com/FM428 or under the Hearings and Meetings Schedule at www.txdot.gov.

This and other public information are on the project website and on file and available for public inspection
Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Dallas District Office located at 4777 E. Highway 80, Mesquite, Texas 75150. These materials will also be available for review electronically and in hard copy form at the in-person meeting.

The virtual public meeting and in-person option will be conducted in English. If you need an interpreter or
document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs. Comments from the public regarding the proposed project are requested and may be submitted by mail to

All comments must be received on or before Friday, February 25, 2022 to be included in the official public meeting record.
