Fannin County, Texas -- At a special meeting held Monday, November 15, 2021, Fannin County Commissioners Court voted unanimously to enter into negotiations with Graff Interests regarding the possible purchase of the building on North Center Street that formerly housed Brookshire’s and Walmart.

The former location of Brookshire's could be renovated into Fannin County Justice Center that would house district court, county court, district clerk and district attorney.

The former Walmart site, which is slightly larger, could be leased until needed by the county.

The row of former retail businesses and offices located east of the old Brookshire’s building could be renovated to house the county clerk, the tax office, juvenile probation, as well as an area for storage.

If the county is able to purchase all three structures, renovation is estimated at approximately $10 million, which doesn’t include the cost of the buildings or associated architectural fees.
There is a possibility that the county could use $6 million of American Rescue Plan funds and issue bonds for approximately $5 million to help pay for the project.
The county is currently paying approximately $112,000 annually to lease work space at several locations.
