Fannin County, Texas – The regular meeting of Fannin County Commissioners Court began with the call to order and established a quorum with all members present.
Agenda item two was the invocation, David Woodson introduced Chad Leutwyler, from First Baptist Church of Leonard, who delivered the invocation.
Agenda item three was the Pledges of Allegiance which were led by Major James Manis.
Item number four was for introductions, which there were none.
No one spoke in item number five which was public forum.
Agenda item number six approved minutes for 08/27/2019 a special meeting.
Agenda item seven updated commissioners court on the progress of Bois d’Arc Lake. Steve Long gave the PowerPoint presentation. Cesar Baptista, Jennifer Stanley, and Mary Puckett from NTMWD were also in attendance.
Item number eight approved a $500 payment for indigent funeral expenses to Cooper-Sorrells Funeral Home from the Indigent Burial Fund.
Agenda item number nine approved Carlos Medina as a new member to the Rural Rail Transport Board.
Agenda item ten approved the rehire of a previous employee who left the Sheriff’s department less than six (6) months ago.
Agenda item eleven designated the Development Services Office of Fannin County to process Lake Building Permits, Section 8.04 of the Lake Regulations Manual.
Agenda item twelve approved the payment of the wage and hour ruling for the Sheriff’s dispatcher pay. This decision was based on the findings of the Department of Labor audit in the amount of $28,089.38 plus benefits not to exceed $38,000.00 the week of September 13, 2019. This will be paid out of contingency.
Agenda item thirteen dealt with paying the accumulated comp time of Sheriff’s department dispatchers based on findings of the Department of Labor audit. The amount of $6,389 will be paid to get the dispatchers down to 160 hours of comp time plus benefits. This is for six employees. There will be no more twelve hour shifts for dispatchers, shifts will now be 10 hours in duration. The shift time change will start next week.
Item fourteen on the agenda set the salaries, allowances, approved positions and pay grades for the 2019/2020 Fannin County Budget.
Agenda item fifteen regarded revisions of the 2019/2020 Proposed Budget. There were several changes in R&B 4 and R&B 1.
Item sixteen approved the payment of the bills. This week’s bills totaled $257,871.62 for the county. Two bills to Frontier Waterproofing caused the increase in the amount of the bills this week, they totaled $202,692.95.
Item seventeen approve payment of $50,000 to ArchiTexas to make modifications to the basement design of the Courthouse restoration. The modification savings will exceed the $50,000. Some of the proposed modifications are stopping the elevator on the first floor instead of the basement, moving the restrooms to the first floor, removing public access to the basement, and having the north entrance considered the front of the courthouse.
Item eighteen on the agenda was comments by the County Commissioners and County Judge.
· Commissioner Whitlock
o Appreciated the positivity in court this morning. He feels that a positive attitude is needed to move forward.
o Knows they are behind in work, but they are working hard.
o Asked everyone to pat their neighbor on the back and be thankful.
· Commissioner Self
o Thanked everyone for coming this morning.
o Also enjoyed the Labor Day festivities in Trenton, particularly the parade.
· Commissioner Magness
o Enjoyed the tour given to elected officials by NTMWD of the dam site of Bois d’ Arc Lake and the spillways.
· Commissioner Lackey
o Reminded everyone that CR 2945 has been rerouted near Lannius.
o Would like to have the relocating of monuments from the corners of the courthouse put on the agenda.
o Said that the protective fencing surrounding the courthouse will be moved to the outside curb. There will not be any more parking on the interior.
o Stated the old city lake road will be opened today.
o Has paid $800 to replace stolen signs in his precinct this year, and it’s not just the cost that is a problem. The danger of no signs being in a construction area is the real issue.
o And the rest of the court will be traveling to Austin to learn and understand the property cap of three and one half percent mandated by Senate Bill 2 for next year.
· County Judge Moore
o Mentioned that a group asked Barbara McCutcheon to give them some positive things going on with the courthouse and the county.
o Also appreciated Pastor Chad and his prayer for unity in the county.
o Is not looking forward to the Austin trip for Senate Bill 2 and how it will affect the county, but knows they need to learn and understand it.
