The McKinney City Council convenes for regular meetings and work sessions on the first and third Tuesday of every month in the Council Chambers of City Hall, 222 N. Tennessee St 

Council meetings are aired live and in rebroadcast on AT&T U-Verse channel 99, Time Warner Cable channel 16 in McKinney, and on the city’s Web site, www.mckinneytexas.org. All meetings are archived for on-demand viewing on the Web site. Due to a postponed City Council meeting, the work session and the regular City Council meeting were held one week apart.

Information Sharing

During the first part of the meeting, which was rescheduled from Aug. 17, Collin County Commissioner Joe Jaynes presented a donation for $300,000 from Collin County to the city for the Veterans Memorial Park in McKinney. This donation marks the final portion of funding needed to start construction on the park. A groundbreaking is anticipated for next spring.  

Consent Agenda

This portion of the agenda consists of non-controversial or “housekeeping” items required by law. Typical consent items include board minutes, ordinances and resolutions. All consent agenda items passed, including the minutes of several meetings.  

With item 10-381, City Council approved an amendment to the Code of Ordinances that prohibits sexual offenders from residing within 2,000 feet of public parks, public playgrounds, public or private schools, libraries, public swimming pools, public or private youth centers, and child day care centers – areas where children commonly gather - if the person is required to register on the Texas Department of Public Safety's Sex Offender Database. The registration and location of the residence of each sexual offender will be monitored by the Information & Intelligence Unit of the McKinney Police Department. 

End of Consent Agenda/Begin Regular Agenda

Items 10-351 and 10-352 are the first of three public hearings held. The ordinance in public hearing item 10-351 grants Grayson-Collin Electric Cooperative, Inc. (Cooperative) a non-exclusive permission to erect, construct, install and maintain an electric distribution system in, over, under, along and across the public rights-of-way within the corporate limits of the City that have been certificated to Cooperative by the Public Utility Commission subject to the terms and conditions as listed in the agreement.  

Along with that, public hearing item 10-352 was held to grant Denton County Electric Cooperative, Inc., D/B/A CoServ Electric (Cooperatiave) a non-exclusive permission to construct, re-construct, extend, repair, remove, operate and maintain the electric transmission and distribution system within the public rights-of way of the City. The City of McKinney is working currently to negotiate final points in the contract.  

City Council approved the settlement in City of McKinney v. SLC following executive session discussion.  

Beginning Tuesday, Sept. 7, City Council work sessions and meetings will be held on the same night. The new schedule includes both meetings on the evening of the first and third Tuesday of the month, with work sessions generally starting at 4 p.m. and regular meetings following at 6 p.m.
