City of Farmersville hires new city manager

The Farmersville City Council announced today that John M. Moran, the current city manager for Lorena, Texas, has been selected as Farmersville’s new city manager.

Moran was unanimously chosen by the city council following a rigorous selection process that included pre-screening, interviews with the council and citizen panel, and in-depth reference and background checks.

Strategic Government Resources, an executive search firm based in North Texas, helped reduce the field to four finalists and facilitated the interview process.  A citizen’s panel chaired by councilman Bobby Bishop with committee members being councilman Billy Long, Farmersville Police Chief Phillip Pannell, Farmersville Fire Chief Kim Morris, interim city manager Shirley Horton, school board member Jeff Hurst, and citizens Autumn Barton, Bill Nerwich and Angie Rios who reviewed applications and narrowed it to a short list of finalists who were interviewed by the city council who selected Moran.

From a field of over 50 applicants for this demanding and high profile position, Moran performed well in all phases of the selection process with his outstanding background in local government, excellent interview responses, and impressive recommendations from professional colleagues.

“I am pleased to announce the appointment of John Moran to the Farmersville City Manager position,” said Mayor Don Smith.  “He is a seasoned leader with a wealth of experience.  We are incredibly fortunate to have someone of his caliber, and we believe John will build upon Farmersville’s community values and progressive leadership that has made the city what it is today.”

Moran began his career in public service as a criminal investigator for the Colorado Bureau of Investigation.  He was also city manager in Hubbard, Texas, prior to his six-year tenure as city manager in Lorena.  Moran’s accomplishments in Lorena include successfully negotiating participation in a regional wastewater treatment system, developing a first-time capital improvement plan for the city, and obtaining funding for the construction of a wastewater treatment facility.

Moran holds a master of business administration and a master of science in management and organization from the University of Colorado.  He obtained his bachelor’s degree from the University of Texas at Arlington.  Moran is also a member of the International City/County Management Association and the Texas City Management Association. 

Moran will assume his new duties on September 21, 2009.
