Summary of Regular Meeting The Board of Trustees Bonham ISD A Regular meeting of the Board of Trustees of Bonham ISD was held August 18, 2008, beginning at 6:30 PM in the Bonham ISD Administration Center, 1005 Chestnut Street, Bonham, Texas 75418. 1. Call to Order The meeting was called to order at the Bonham ISD Administration Office at 6:30 p.m. by Allen Sanderson. A quorum was present. Members present for the meeting: Allen Sanderson, Press Cox, Charlotte Kearney, Bob Thomas, Jim Simpson, Dr. Randy McBroom, and Sonny Cruse. Member absent: Doyce Taylor 2. Invocation –

The remaining items shall be adopted under a single motion and vote.
A. Consider approval of substitutes: Diane M. Morgan
B. Consider approval of tax credits, supplements and delinquent tax collection July 2008.
C. Consider approval of financial statements and bills payable for July 2008.
Motion was made by Bob Thomas and seconded by Press Cox to approve the consent agenda items.

Motion was made by Jim Simpson and seconded by Randy McBroom to approve the minutes of the board meeting July 21, 2008, and the board meeting August 11, 2008.

9. Reports to the Board
A. Director of Maintenance and Transportation Report
Ron Hill reported on the progress of multiple district maintenance projects. Mr. Hill also reported that all paving projects have been completed.
B. Athletic Director Report
Ron Hill reported on the weekend success of the volleyball team at the Texarkana tournament. Football team members were also reported as making successful progress.
C. Stephenson Principal Report
Chris Rattan prepared a written report for the Board.
D. Finley-Oates Elementary Principal Report
Mary Lou Fox prepared a written report for the Board.
E. I.W. Evans Principal Report
Linda Staton prepared a written report for the Board.
F. L.H. Rather Principal Report
Karol Alexander prepared a written report for the Board.
G. Bonham High School Principal Report

10. Information Item - Project STEEM
Presenter: Christina Nelson, science teacher at L. H. Rather Jr. High, and Crystal Buckaloo, science teacher at Bonham High School, shared a video presentation highlighting Bonham ISD students as they participated in Project STEEM at Texas A&M University-Commerce during the summer.
Student team members, Nicole Lipford, Dylan Porter, Reuben Gonzalez, Brenda Ventura, Erica Henderson, and Jacob Olson attended the board meeting, introduced themselves to the Board, and briefly described their goals for Project STEEM in the school district and the community.
11. Information Item- Bonham ISD TAKS Results
Sonny Cruse, superintendent, presented the board with spring TAKS results.
12. Information Item- Bonham ISD Advanced Placement Results
Mr. Cruse presented 2008 advanced placement test results, including past advanced placement test results from 2005 - 2007.
13. Information Item- Parent Involvement Activities
Head Start principal, Chris Rattan, prepared a list of the planned Head Start parent involvement activities for 2008-2009.
The board of trustees review the planned activities.
14. Information Item- Fannin County Head Start Parent Handbook
Head Start principal, Chris Rattan, provided a copy of the Head Start Parent Handbook for all members of the Board of Trustees.
15. Action Item- Consider Approval of Policy Council Bylaws
As required, the board reviewed the Head Start Policy Council Bylaws. Motion was made by Press Cox and seconded by Bob Thomas to approve the Policy Council Bylaws.

16. Action Item- Consider approval of campus improvement plans.
Motion was made by Randy McBroom and seconded by Jim Simpson to approve the campus improvement plans.

17. Action Item- Consider approval of district improvement plan.
Motion was made by Press Cox and seconded by Charlotte Kearney to table approving the Bonham ISD District Improvement Plan for 2008-2009 until the regular board meeting in September.

18. Action Item- Consider approval of KFYN to broadcast sports events for Bonham ISD.
Motion was made by Jim Simpson and seconded by Bob Thomas to approve KFYN to broadcast sports events for Bonham ISD.

19. Action Item- Consider approval of a retainer contract with Schwartz & Eichelbaum, P.C. for district legal services beginning September 1, 2008.
Motion was made by Press Cox and seconded by Jim Simpson to table approving a retainer contract with Schwartz & Eichelbaum, P.C. for district legal services beginning September 1, 2008, until additional contract information could be obtained.

20. Action Item- Consider approval of continuing the contractual relationship with Linebarger, Goggan, Blair & Sampson, LLP for the purpose of representing Bonham ISD for an appeal of the Comptroller's 2008 Property Value Study.

22. Action Item- Consider approval of Professional Development and Appraisal System Calendar (PDAS) 2008-2009.
Motion was made by Jim Simpson and seconded by Randy McBroom to approve the Professional Development and Appraisal System Calendar (PDAS) 2008-2009.

23. Action Item- Consider approval of an ordinance to set the proposed tax rate for 2008-2009.
Motion was made by Jim Simpson and seconded by Press Cox to approve an ordinance to set the proposed tax rate for 2008-2009 to reflect Maintenance & Operation $1.04005, Interest & Sinking (Debt Service) $.07500, Total Tax Rate $1.11505.

24. Action Item- Consider approval of Property, Equipment, Crime, General Liability, Educators' Liability, and Vehicle Insurance Renewal.
Motion was made by Press Cox and seconded by Jim Simpson to approve K & S Insurance for Property, Equipment, Crime, General Liability, Educators' Liability, and Vehicle Insurance Renewal.

25. Executive Session, Govt. Code 551.074
Motion was made by Charlotte Kearney and seconded by Randy McBroom to recess into executive session at 7:34 p.m.

A. Discuss personnel matters pertaining to evaluations, duties, terminations, replacements, reassignments, resignations, hiring and additions to the staff.
B. Discuss correspondence from school attorney.
The Board returned to open session 8:12 p.m. with no action taken.
The superintendent, Sonny Cruse, reported the following regarding personnel decisions since the last regular meeting of the Board of Trustees:
Resignations accepted: Ann Foreman, Michelle Davis
Reassignments: Judy Lewis, secretary at Finley-Oates to secretary for transportation, maintenance, and athletics; Billie Tucker, instructional aide at Finley-Oates, to instructional aide at I. W. Evans.
One-year probationary contracts: Nequitajo Backus, Regina Blain, and Ashli Anderson;
One-year probationary dual assignment contract: Lloyd Darren Smith.
Instructional aides/secretaries: Candice Lehde at Finley-Oates; Lauren Dickson, instructional aide at Head Start; Linda Nelson, secretary at Finley-Oates;
