Bonham, Texas -- The City of Bonham is pleased to announce the appointment of Sarah Osburn, CPA, CPM, as Assistant City Manager.

Osburn joined the City of Bonham in May 2023 as Director of Administrative Services. Before coming to Bonham, she served as Director of Finance for the City of Levelland. Since joining the City of Bonham, she has become a trusted member of Bonham’s leadership team, providing support across departments, coordinating key projects, and helping advance organizational initiatives.

“Sarah has consistently demonstrated the professionalism, judgment, and leadership we expect from an Assistant City Manager,” said City Manager Sean Pate. “This appointment formally recognizes the role she has already been fulfilling and the tremendous value she brings to our organization. She understands our operations, she understands the importance of supporting our employees, and most importantly, she understands that everything we do is ultimately about serving the people of Bonham.”

As Assistant City Manager, Osburn will serve as the City’s second-ranking administrative official and will provide executive oversight for City Hall operations, Finance, Parks and Recreation, Library Services, Information Technology, Human Resources, and Jones Field Airport. She will also provide continuity of leadership and decision-making in the City Manager’s absence and assist in advancing the City’s strategic priorities and organizational objectives.

The appointment also represents an important investment in the City’s long-term organizational strength. As Bonham experiences continued growth and increasing service demands, strengthening the City’s leadership structure and succession planning will provide additional administrative capacity and continuity.

“Sarah combines strong administrative and financial expertise with institutional knowledge and proven leadership,” Pate added. “She is deeply committed to this organization and this community.
