Anna, Texas (July 31, 2025) — The City of Anna City Council has appointed Marc Marchand as Acting City Manager after the departure of Ryan Henderson on June 30, 2025. Marchand previously served as the city’s Neighborhood Services Director from June 2020 until his appointment as acting city manager.

Marchand brings to the position over two decades of local government experience in parks, recreation, libraries, capital improvement projects, and more. During his tenure in Neighborhood Services, Marchand was instrumental in the development of the city’s recreation division which has created city wide events such as Boots and Booms and Anna Fest. Recently, Marchand has overseen significant upgrades to the Slayter Creek Splash Pad, Skate Park, and the development of the Anna Community Library. He holds a bachelor’s degree from the University of Dallas, a master’s from the University of North Texas, and is credentialed as a Certified Public Manager.

City of Anna Fire Chief Ray Isom has been appointed Acting Assistant City Manager to fill a vacancy in the City Manager’s Office. Isom began his fire service career in 1996 in Ennis, Texas and has since worked for the Texas State Fire Marshal’s Office and the City of Allen, Texas, where he was heavily involved in new construction projects, arson investigations, and assisted with the city’s emergency management efforts. Isom joined Anna Fire Rescue in 2017, has served as the Fire Chief, Fire Marshal, and Emergency Management Coordinator since 2018, and led the rapid expansion of the department both in resources, facilities, and staffing. He also served as the Interim Director of Public Safety during the hiring phase for a new police chief in 2020. He holds a bachelor’s degree from Oklahoma State University, a master’s from the University of Texas at Dallas, and numerous nationally recognized public safety certifications.
