Grisham previously served in the same role from 2019 to 2023, a pivotal period of Anna’s development. During his earlier tenure, he helped attract major industrial and commercial developments such as Holt Caterpillar, Home Depot, and the Anna Business Park, and played a leading role in recruiting retail and healthcare partners to corridors along U.S. 75, State Highway 5, and the Collin County Outer Loop.
“Joey understands Anna’s past, present, and future, and more importantly, he understands how to connect those threads in a way that drives smart, sustainable growth,” said Acting City Manager Marc Marchand. “We’re thrilled to have him back on our team.”
A recognized voice in regional economic development, Grisham has championed the rise of exurban communities, calling cities like Anna “North Texas’ golden ticket” for their ability to balance affordability, lifestyle and long-term opportunity. His work in Anna previously earned him recognition from D CEO Magazine’s Dallas 500, naming him one of the most influential business leaders in the Metroplex.
“As a community, Anna is hitting its stride and I’m honored to rejoin at a time when the vision is clearer and the opportunities are bigger than ever,” said Grisham. “We’re not the next frontier anymore, we’re the now.”
Grisham has held leadership roles in Hutto, Keller, Rowlett, Las Colinas, and Lake Granbury. He holds advanced degrees in Political Science and Economic Development and is an active member of the International Economic Development Council, Texas Economic Development Council, North Texas Commercial Association of Realtors, and the International Council of Shopping Centers.
With Anna’s continued growth, city officials are confident that Grisham’s return will help ensure that the commercial side of the ledger keeps pace with the residential growth already underway, and bring a sharpened focus on delivering high-quality, strategically aligned development to serve the city’s future.
