PUBLIC NOTICE

 

THE BONHAM CITY COUNCIL WILL BE MEETING FOR THE PURPOSE OF

REGULAR MEETING

 

DATE OF MEETING:    September 8, 2025

TIME OF MEETING:     5:30 P.M. – Regular Meeting

LOCATION OF MEETING:  Bonham City Hall – 514 Chestnut,  Bonham, Texas

 

REGULAR MEETING AGENDA

 

Call to Order

 

1.         Consider and take action to approve the minutes of the August 11th regular meeting and the August 19th special meeting.  

 

2.         Consider and take action to accept the financial report for the month ending August 31, 2025.

 

3.         Citizens Opportunity to Speak: [The City Council invites people with comments or observations to briefly address the Council for the limited purpose of determining whether the matter should be referred to staff for study and response and/or be placed on a future meeting agenda. Local practice limits comments to three (3) minutes or less. State law prohibits the City Council from considering deliberations on any item not listed on the posted City Council Agenda.]

 

4.         Presentation of plaque to Employee of the Quarter.

 

5.         Presentation of Proclamation for Autumn in Bonham. 

 

6.         Hold public hearing and consider and take action on an ordinance adopting the fiscal year 2025-2026 operating budget for the City of Bonham.  

 

Effective September 1, 2025, this taxpayer impact statement is required by Government Code § 551.043(c) to be posted on the notice of a meeting at which a governmental body will discuss or adopt a budget for the governmental body.

7.         Hold public hearing and consider and take action on an ordinance setting the 2025 Tax Rate on a first reading.  

 

8.         Consider and take action to approve budget amendments for the fiscal year ending on September 30, 2025

 

9.         Consider and take action to approve the FY26 Texas Department of Transportation Grant for Routine Airport Maintenance Program (RAMP).

 

10.       Consider and take action to adopt the revised City of Bonham personnel policy. 

 

11.       Consider and take action on a Resolution accepting a Petition to create the Bonham Lakeside Public Improvement District and setting a Public Hearing under Section 372.009 of the Texas Local Code for October 13, 2025.   

 

12.       Hold public hearing and consider and take action on an ordinance to rezone 16.5± acres located at the terminus of S. Village Drive, 190± feet south of W Russell Avenue from Single-Family Residential Dwelling District (R) to Planned Development Duplex Residential Dwelling District (PD-D). Property ID# 121127.

 

13.       Consider and take action on a resolution to approve a Preliminary Site Plan, Fix & Feed Addition, Block A, Lot 10A. Property ID# 137217.

 

14.       Discussion & Direction: Zoning and Land Use, State Highway 121 & State Highway 56.

15.       Pursuant to chapter 551, Texas Government Code, the Council will convene into closed executive session to discuss the following:

(A.) §551.072: Deliberate the purchase, exchange, lease or value of real property concerning 36.698 acres of land, a part of the Mary Caldwell Survey Abstract Number 180 and a part of the Joel Anderson Survey Abstract Number 12, lying and being situated on the North side of Lake Bonham in Fannin County, Texas.

16.       Reconvene in open public session and take possible action on the matter discussed during closed session.

17.       Adjourn    

 

In accordance with the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the City Council reserves the right to convene in Executive Session, as deemed necessary, to seek legal advice from its attorney on any item identified in this agenda, as permitted by law, or to consult with its attorney about pending or contemplated litigation, settlement offers or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act.

 

The Bonham City Council hereby expresses its intention of considering, deliberating, and taking action on any item listed on this agenda unless specifically stated otherwise.
