Draft Environmental Assessment and Public Hearing
U.S. HIGHWAY (US) 380 IN FARMERSVILLE
From County Road 560 to County Road 699 (Hunt County Line) CSJs: 0135-05-028, 0135-04-038, 0135-17-002, and 0135-06-038 Collin County, Texas

Hunt and Collin counties -- The Texas Department of Transportation (TxDOT) Dallas District proposed the new location realignment of the existing US 380 roadway from County Road (CR) 560 to CR 699 (Hunt County Line) south of the City of Farmersville, in Collin County, Texas. This notice advises the public that a draft environmental assessment (EA) is available for public review and that TxDOT will be conducting a public hearing on the proposed project.

The purpose of the hearing is to present the proposed project and receive public comment. The hearing dates and times are listed below.

Virtual Public Hearing

The virtual hearing will consist of a pre-recorded video presentation and will include both audio and visual components. The presentation was posted online on Thursday, March 2, 2023, at 5:30 p.m. To log onto the virtual public hearing, go to the web address indicated above. The virtual public hearing is not a live event. Following the virtual public hearing, the presentation will remain available for viewing at www.keepitmovingdallas.com/US380Farmersville until April 7, 2023. at 11:59 p.m.

If you do not have internet access, you may call (214) 320-6625 between the hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials.

Additionally, TxDOT is providing an in-person option for individuals who would like to participate in person instead of online. In-person attendees will be able to view the same presentation delivered in the online public hearing, which will be playing on a screen, review hard copies of project materials, ask questions of TxDOT staff and/or consultants and leave written comments.

The rescheduled in-person option will be held on Thursday, March 23, 2023, from 5:30 p.m. to 7:30 p.m. at the Farmersville Campus of Collin College, located at 501 S. Collin Parkway, Farmersville, TX 75442.

For both the virtual public hearing and in-person option, members of the public may call (833) 933-0441 to provide verbal testimony through Friday, April 7, 2023 at 11:59 p.m.

Formal written comments may also be provided by mail or email as explained below. All verbally provided testimony and timely written comments will be considered by TxDOT and included as part of the official record. Responses to verbally provided testimony and comments will be prepared by TxDOT, included as part of the hearing and project record, and made available online at https://www.keepitmovingdallas.com/projects/us-highways/us-380-from-cr-560-to-cr-699-hunt-county-line-farmersville-area.

The proposed project would realign US 380 from CR 560 to CR 699 (Hunt County Line), on new location a distance of approximately 7.6 miles. The existing US 380 roadway would remain. The proposed new location realignment facility would be constructed as a six-lane divided roadway (three lanes in each direction separated by a median).

The proposed project would also include continuous, two to three lane one-way frontage roads with bicycle and pedestrian shared-use paths on both sides of the roadway. The proposed project would be constructed within a proposed ROW of approximately 270- to 542 feet wide. The proposed project would, subject to final design considerations, require additional ROW and potentially displace three residences and five non-residential structures.

Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for ROW acquisition and construction, can be obtained from the TxDOT Dallas District office by calling (214) 320-6675 or on the project website.

The proposed project would involve construction in a wetland, and an action in a floodplain. The draft EA, any maps and drawings showing the project location and design, tentative construction schedules and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Dallas District Office, 4777 E. Hwy 80, Mesquite, TX 75150 and at Farmersville City Hall, located at 205 S. Main Street, Farmersville, TX 75442.

Project materials are also available online at www.keepitmovingdallas.com/US380Farmersville. These materials will also be available in hard copy form for review at the in-person option. The virtual public hearing and in-person option will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you.
