Arrest made in homicide case

McKinney -- On February 27, 2015 at approximately 1:34 p.m., the McKinney Police & Fire Department responded to an unattended death in the 8700 block of La Quinta Lane.  An unconscious male victim was located in his home. The victim, Richard Moore, 66, was pronounced deceased at the scene from gunshot wounds.  Due to the suspicious nature of the death, detectives immediately began investigating the death as a homicide. 

During the next 10 days of exhaustive investigation, detectives were able to piece together that three suspects had been conspiring to commit Richard’s murder and money was a possible motive.  With this knowledge, detectives were able to obtain Capital Murder arrest warrants for Chansamorn Pokai, Stephen Brockway and Ronald Rosser in the murder of Richard Moore.  Judge Chris Oldner of the 416th District Court, Collin County, Texas, signed all three warrants, and set each bond at 1,000,000. 

On March 10, 2015, in a joint East Texas police effort, the Gregg County Sheriff’s Office, Longview Police Department, County Organized Drug Enforcement, Texas Rangers: Gregg County, Smith County and Collin County, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Gregg County District Attorney’s Office all assisted the McKinney Police Department in arresting Ronald Rosser.  Rosser is currently being held on unrelated Federal Firearm charges in addition to the Capital Murder charge at the Gregg County Sheriff’s Office. 

Also on March 10, 2015, in a joint Collin County police effort, the McKinney Police Department, Texas Rangers: Collin County, U.S. Marshals Service – JETFTF, and the Collin County District Attorney’s Office arrested Chansamorn Pokai and Stephen Brockway for the Capital Murder charges and transported them to the Collin County Sheriff’s Office.
