NOTICE OF REGULAR MEETING OF
THE BONHAM INDEPENDENT SCHOOL DISTRICT

Notice is hereby given that on Monday, July 23, 2012, at 6:00 PM the Board of Trustees of the Bonham School District will hold a Regular Meeting at the Bonham ISD Administration Center, 1005 Chestnut Street, Bonham, Texas 75418. The subjects to be discussed are listed on the agenda which is attached to and made a part of this Notice.

If during the course of the meeting covered by this Notice, the Board of Trustees should determine that a closed session of the Board of Trustees is required, then such closed session as authorized by the Texas Open Meeting Act, Texas Government Code Section 551.001 et seq., will be held by the School Board at the date, hour, and place given in this Notice as the School Board may conveniently meet in such closed session concerning any and all purposes permitted by the Act, including, but not limited to the following sections and purposes:
TEXAS GOVERNMENT CODE SECTION:
551.071 Private consultation with the board’s secretary.
551.072 Discussing purchase, exchange, lease, or value of real property.
551.073 Discussing negotiated contracts for prospective gifts or donations.
551.074 Discussing personnel or to hear complaints against personnel.
551.075 To confer with employees of the school district to receive information or to ask questions.
551.076 Considering the deployment, specific occasions for, or implementation of security personnel or devices.
551.082 Considering discipline of a public school child, or complaint or charge against personnel.
551.083 Considering the standards, guidelines, terms, or conditions the board will follow, or will instruct its representatives to follow, in consultation with representatives of employee groups.
551.084 Excluding witnesses from a hearing.
Should any final action, final decision, or final vote be required in the opinion of the School Board with regard to any matter considered in such closed session, then the final action, final decision, or final vote shall be either:
(a) in the open meeting covered by the Notice upon the reconvening of the public meeting; or at a subsequent public meeting of the School Board upon notice as the School Board shall determine.

On July 17, 2012, this notice was released to the news media who had previously requested such notice and an original copy was posted at the Bonham ISD Administration Center at 11:00 a.m. on said date.

5. Consent Agenda All items on the Consent Agenda are considered to be routine and will be enacted with one motion. The will not be separate discussion of these items unless a Board member requests that an item be withdrawn for individual consideration. The remaining items shall be adopted under a single motion and vote.

A. Consider approval of substitutes- None to approve

B. Consider approval of tax credits, supplements and delinquent tax collection for June 2012.

C. Review of financial statements and bills paid for June 2012.

6. Personnel Decisions Per Board Authority Granted on June 18, 2012

8. Action Sheet- Consider approval of Certificate for Order # 7.23.12.51 authorizing the issuance of unlimited tax school building bonds; levying an annual ad valorem tax and providing for the security for and payment of said bonds; approving an official statement; and enacting other provisions relating to the subject. Jeff Gulbus and Brian Grubbs will be present to answer any questions the board may have regarding the sell and issuance of the bonds approved by the voters in May 2012.

9. Action Item- Consider approval of proposal from Linebarger for the collection of delinquent taxes.

10. Information Item- Board member reflections on sessions attended during the TASB Summer Leadership Institute.

11. Action Item- Consider action related to reviewing and updating the Board Operation Procedures.

12. Action Item- Consider approval of 2012-2013 Student Code of Conduct

13. Action Item- Consider approval of amended 2012-2013 Budget

14. Action Item- Consider approval of DEC (Local) Policy

15. Action Item- Consider approval of public meeting date on proposed tax rate. The proposed tax rate will be considered during the regular meeting date of August 20, 2012. The proposed tax rate will be 1.0405 for M&O and .15 for I&S. Total tax rate of 1.1905.

A. USDA Mandated Price Increase. Meal prices will be increased by $.10.

A. Discuss personnel matters pertaining to evaluations, duties, terminations, replacements, reassignments, hiring, and additions to the staff.

B. Discuss appointment of acting superintendent to address district business until the new superintendent is hired.

20. Action Item- Consider approval of items listed in Executive Session.

21. ADJOURNMENT
