TAKE NOTICE THAT A REGULAR MEETING OF THE FANNIN COUNTY COMMISSIONERS COURT WILL BE HELD IN THE COUNTY COURTROOM FANNIN COUNTY COURTHOUSE BONHAM, TEXAS MONDAY, JULY 13, 2009 9:00 A.M.

3. Approve minutes of previous meeting(s)

4. Discussion concerning alternative meeting place(s) if South Annex is used for County Court at Law – Russell Green

5. Consideration and action to approve additional 100 gallons of gasoline for use by Precinct Two Constable

6. Discussion, consideration and action to allow two part-time employees from Precinct Three to accrue vacation and retirement

7. Consideration and action to approve proposed NetPlea contract for collection of delinquent fines, fees, restitution and court fees and to approve County Judge to sign same on behalf of Fannin County

8. Discussion, consideration and action to approve and adopt Resolution with regard to healthcare reform concept submitted to NACo member through TAC

9. Discussion, consideration and action to approve tax abatement for Tractor City

10. Discussion, consideration and action to approve tax abatement for Fannin County Livestock

11. Consideration and action to designate Fannin County District Attorney as custodian of law library and county Auditor as consultant for law library

13. Consideration and action to approve List of Election Judges in accordance with the Texas Election Code Chapter 32 by County Chairs and County Clerk

14. Consideration and action to approve agreement for continued services provided by ACS/Government Records Services, Inc. in County Clerk’s Recording & Archives and authorize County Judge to sign new agreement on behalf of Fannin County

15. Consideration and action authorizing the filing of a grant application with the Texoma Council of Governments for a Regional Solid Waste Grant for disposal of tires at Precinct 1

16. Consideration and action to waive six (6) month requirement for vacation time for employee of Criminal District Attorney’s Office who has requested vacation time at five and one-half (5 ½ ) months

17. Consideration and action to approve the award of the Culvert bid for all precincts

18. Discussion, consideration and action to approve the increase of the competitive bidding procedure to be required on any purchase likely to equal or exceed $50,000 pursuant to passing of House Bill 987 by the State of Texas 81st Legislature and approve the changes in the Fannin County Purchasing Manual pursuant to this change

19. Consideration and action to approve the surplus of the Safe/Vault that was removed from the Tax assessor’s Office to be placed on the Online auction through Lonestar Auctioneers

20. Consideration and action to approve the Interlocal Agreement with the Texas Department of Public Safety for purchase of materials and supplies related to crime investigation and approve the County Judge to sign on behalf of Fannin County

21. Consideration and action to approve the 2009 Fannin County Asset Inventory as required by Local Government Code Section 262.011

22. Discussion, consideration and action to approve entering into a contract to lease space on the Ivanhoe Tower to Galaxie Communications, Inc. and to approve the County Judge to sign on behalf of Fannin County

23. Update, discussion, consideration and possible action regarding insurance claims due to lightening strike at the Fannin County Law Enforcement Center and hail damage at the Adult probation Office (Coop Building)

24. Consideration and action to approve phone service contract for new Sheriff’s Office and approve the County Judge to sign on behalf of Fannin County

25. Discussion, consideration and action to renew participation in Texas County and District Retirement System optional group term life program for 2010

26. Consideration and action to approve renewal of TAC health and dental benefits for county employees for the new fiscal year 2009-2010

27. Consideration and action to accept the conveyance from State of Texas for a sub-facility for Pct. #3. The property to be conveyed is 1.91 acres and improvements on FM 64 at Cole Street in Ladonia, Texas

28. Consideration and action to approve budget amendments from County Auditor’s Office

29. Consideration and action to approve Treasurer’s Monthly Reports for June, 2009
