The McKinney City Council convenes for regular meetings on the first and third Tuesday of every month, usually at 5:30 p.m. in the Council Chambers of City Hall, 222 N. Tennessee St. Citizens are welcome to join all City Council meetings, where they can make comments at the beginning and end of the meeting or during Public Hearing items.

Council meetings are aired live and in rebroadcast on AT&T U-Verse channel 99, Time Warner Cable channel 16 in McKinney, and live on the city’s Web site, http://www.mckinneytexas.org/. Work Session Meeting summary

City Council was presented with a fire operations briefing from Fire Chief Mark Wallace. He updated Council on the upcoming opening of Fire Station #8 and the new ISO rating classification.

McKinney will move from Property Protection Classification (PPC) of 4 to a Class 2 effective April 1, 2010, which could mean insurance savings for homes and businesses across the city.

In anticipation of the public hearing on the issue during Tuesday night’s regular action meeting, City Council reviewed two versions of proposed bond propositions drafted by bond attorneys. Specifically, one version, the most commonly used, is general in nature with broad language and project categories while the other has more project specific language.

City Council also discussed CCART services and process change requests. Based on data from the month of January, CCART determined that cutting on-call trips outside of their federally mandated corridor of operations will allow them to continue operating fixed route 200 without additional funding requests to the City of McKinney at this time. They will provide a two-week notice of the change in service to riders who will be affected.

Information Sharing

Precinct 3 County Commissioner Joe Jaynes presented the City with a check for $324,000 from the Collin County Parks and Open Space project funding assistance program.

Consent Agenda

This portion of the agenda consists of non-controversial or “housekeeping” items required by law. Typical consent items include board minutes, ordinances and resolutions. The meeting this week was unusual, as it only contained items on the consent agenda.

All consent agenda items passed. Items 10-042 through 10-053 were minutes from various city boards, commissions and council meetings previously held.

Items 10-036 and 10-037 approved resolutions authorizing two different annual fixed price contracts, one for tree trimming and removal services on an as needed basis and one for providing uniform and recreational clothing on an as needed basis, respectively.

Regular Agenda – Public Hearings

Item 09-127SP, a public hearing item to approve the site plan for a new clubhouse at the Oak Hollow Golf Course, was tabled until the Feb. 16 City Council meeting.

During item 10-054,City Council conducted a public hearing for residents to provide input regarding the proposed Bond proposition for the May 8, 2010 Bond Election. The 2010 Bond Committee has approved the recommendation of 14 projects within 4 categories to the Council for consideration in the Bond Election. The total cost of the recommended Bond package is $51.35M. Many citizens came forward to address City Council with their feedback on the proposal during the public hearing.

Further action will be taken on the Bond Election during the February 16 City Council meeting.
