Former Fannin County Judge Jimmy Doyle stated "It is an honor to endorse Tammy Skidmore Rich as our Fannin County Clerk, she has done an outstanding job since in office and I stand behind her 100 percent."

I am asking you the voters, to allow me to remain your Fannin County Clerk. I have been working in the County Clerk’s office since 2004 and I was elected as your Fannin County Clerk in 2006.

I stand before you today stating, “I am fully qualified to do this job.”

I do consider myself a Conservative Democrat just like Mr. Sam Rayburn considered himself and will always represent everyone in this county by being unbiased, by being fair and by-the-law with no exceptions.

First of all I would like to stress to the voters to please not let anyone confuse you of who your Fannin County Clerk is and this is because my opponent has the same first name as I do. I did not have an opponent in the March primary but in the General Election I will have an opponent… therefore please remember the name Tammy (Skidmore) RICH when you go to the polls in November.

“While in office, I have worked very hard to understand every aspect of this job by working every position in the Fannin County Clerk ’s office. I have dedicated myself to making this office as efficient as possible and at the same time offer the best services available to the citizens of our county.”

I have come in under budget every year I’ve been in office and what this means to you, is I’ve made a point of saving YOU the taxpayers, thousands of YOUR tax dollars. The County Clerk does not set laws nor do I have any say in passing taxes but I can and will achieve saving your tax dollars within my own budget.

While I saved thousands of dollars within my own budget, I have found other ways to accomplish implementing new programs that bring in additional dollars to help offset the cost, and bring the County current with the 21st Century.

Some of these include:

  • a new online Official Public Land Record search
  • a new online program which will allow the public to search Criminal and Probate records
  • A new voter registration system that is now capable of keeping up with voters across the state and a new jury process which not only chooses jurors from the voter role, but also pulls names from the Texas Department of Public Safety.

By implementing these new programs it allows me to utilize my staff for other projects.

I am also in the process of putting in place a new credit/debit card system that should be up and running in the next few months and by doing this, it will assist in collecting more revenue in fines and court cost and make it even more convenient for our public. You might think that this should have been done years ago, but you can’t imagine the government red tape we had to go through to get this in our office.

Additionally, I am over the entire Election process in your County including Cities, Schools and Water Departments and since in office I have devoted myself of making sure all elections are held in the most honest, efficiently, accurately and by the law that anyone could possibly do. I want to make sure everyone is treated fairly without any exceptions.

Each election I spend a Saturday training over 100 election workers to assure that it is done by the law. When the voting machines were first implemented, I spent months learning how to properly program, test and maintain the machines in-house in order to keep our County from having to employ an out-of-County company to do this for us. By doing this, it saves the County approximately thirty thousand dollars and there are numerous Counties in Texas that pay this instead of keeping it in-house. This is a huge savings for our taxpayers and I will continue doing this as long as I remain in office. I come in on the weekends and stay extra hours to get this job done. I was always taught that if you work as hard as your staff, then your staff will work as hard as you do.

I am to pleading to the public to help me stay your County Clerk and I will fight for my job that I love very much. Please remember me as being the one, regardless of your political affiliation, that has strived to come in under budget every year in office for my taxpayers. I am just asking to you to take a minute to ask yourself, "Do I want someone in office because of their party affiliation or someone who does exactly what you expect every elected official to do when voted into a office? I am that candidate and have proved it every year I have been in office. As long as I remain in office that is exactly what I will continue to do. I represent everyone regardless of your race, religion or party affiliation.

This office is very vital to you and our county and I take every aspect of my job very seriously, so no matter what political party you belong to, please vote for the most qualified candidate, REMEMBER who you elect will be in control of YOUR tax dollars and will be the guardian of your important records you file in the County Clerk‘s Office.

I have been EFFECTIVE and I have produced RESULTS for the taxpayers and voters of my County.

I am publicly asking for your help and for your vote to re-elect me as your Fannin County Clerk.”

Fannin County Clerk Tammy (Skidmore) Rich has officially announced she will run for re-election as the Fannin County Democratic candidate in 2010 for the office of Fannin County Clerk.
 
Born and raised in Fannin County, the daughter of Dean Skidmore and the late Virgle (Pete) Skidmore of Ravenna, Texas, Ms. Rich graduated from Bonham High School in 1980 and has two brothers, Thomas Skidmore and wife, Jeanette Skidmore and Danney Skidmore and wife, Connie Skidmore. Rich additionally has numerous aunts, uncles, cousins, nieces and nephews that live in Fannin County and all are proudly dedicated to their county, too.
 
Rich is a member of the Texas Business Women (BPW), Bonham Rotary Club and a member of the Chi Lambda Sorority. Rich is also Bonham's BPW "2005 Woman of the Year" and each year her employees have nominated her for "Boss of the Year" through the Business and Professional Women organization.
 
Rich was elected into office by the residents of Fannin County to serve as Fannin County Clerk from 2007 through 2010. Since elected into office, Rich has helped save thousands of taxpayer dollars within her own office and helped to set examples for others. Additionally, she has implemented many new programs in her office that brings in additional dollars to help offset the cost of these new services.
 
New programs she has implemented include: a new voter registration system that is now capable of keeping up with voters across the state, a new jury process which not only chooses jurors from the voter role but also pulls names from the Texas Department of Public Safety, a new online Official Public Land Record search and a new online program which will allow the public to search Criminal and Probate records.
 
Additionally, Rich is a member of the Fannin County Bail Bond Board, Fannin County Subdivision Committee, Fannin County Homeland Security, Fannin County Community Emergency Response Team (CERT), Fannin County Criminal Justice Committee, Rayburn Collegiate College Committee, Fannin County Public Information Officer and a member of the Texoma Council of Government and Fannin County 911 GIS program and in 2006 she completed her Disaster Management Training conducted by the Texoma Area Chapter of the American Red Cross.

The Fannin County Clerk has numerous duties and responsibilities. Citizens of Fannin County deserve an experienced and knowledgeable county clerk who is fully qualified to maintain the records of the taxpayers of our county.
 
Duties of the Fannin County Clerk are as follows: Issuing and filing all official records of the entire county, including, Real and Personal Property, Deeds, Liens, Deeds of Trust, Affidavits, Abstracts, Plats, Cattle Marks and Brands, Marriage, Birth, Death, Commissioner Court Minutes, Federal/State Tax Liens, Assumed Name Certificates, Military Discharge Records, Power of Attorneys Filings, Trustee Notices, Meeting Notices, Certified Copies. Additionally, the Fannin County Clerk is also the Court Clerk of Commissioner Court, maintaining the minutes of every meeting of the County.
 
The Fannin County Clerk’s Criminal section is responsible for the filing and upkeep of all misdemeanor records. All misdemeanor criminal cases, such as DWIs, thefts by check, possession of marijuana, criminal trespass, tampering with government records, criminal searches, issues arrest warrants and subpoenas, and other miscellaneous duties are a vital part of this office.
 
The clerk also receives and reports payment of fines and court costs; reports dispositions to the Office of Court Administration and to the Texas Department of Public Safety and acts as the Clerk for the County Court.
 
The Civil Section of the County Clerk's Office files and processes lawsuits for the County Court and the County Court at Law of Fannin County. Probate and Guardianship Court cases deal with protecting the wishes, rights and obligations of persons regarding their property when individuals are unable to do so as a result of death, (probating will) or incapacitating illness, either physical or mental.
 
The Fannin County Clerk also has jurisdiction over all mental commitments in Fannin County as this responsibility relates to the involuntary commitment of an individual and requires the adherence to the temporary commitment procedures codified in the Texas Mental Health Code. Before the Mental Health Court, i.e., the Probate Court, can issue an Order of Protective Custody (OPC) to restrain a mentally ill individual who presents a substantial risk of serious harm to his or her self or others, with proper paperwork and Court proceedings.
 
The Fannin County Clerk also maintains the filings of Occupational Driver’s Licenses which are required when a person's driver's licenses is suspended. The clerk is also the local Voter Registrar for Fannin County and is responsible for registering all eligible voters, providing a list of qualified voters to all other county entities for their elections, and reports to the Secretary of State.
 
The Fannin County Clerk’s office conducts all countywide special and general elections and handles Early Voting (formerly known as Absentee Voting) for the countywide elections. The county clerk’s office is also responsible for notification and maintenance of candidate/officeholder reports and appointments of campaign treasurer designations for county offices.
