Notice and Opportunity to Comment

Proposed Loop 286 Improvement Projects Southeast Loop 286: Loop 286 from Farm to Market Road (FM) 1497 to FM 905 CSJ: 1690-01-130

Northeast Loop 286: Loop 286 (US 82) from Stillhouse Road to Pine Mill Road CSJ: 1690-01-131

Paris, Texas (Lamar County) -- The Texas Department of Transportation (TxDOT) is proposing roadway and operational improvements to two segments of Loop 286 around Paris, Texas. TxDOT started studying long-term improvements to Loop 286 in 2018 before selecting two short-term projects, the Northeast Loop and Southeast Loop, to be further developed as a continuation of the project.

This notice is affording an opportunity to comment on the Northeast Loop and Southeast Loop projects as part of the environmental review process. If you are a property owner, you are receiving this notice because records indicate that you own property that (1) would be acquired (in part or in whole) for this project, or (2) is adjacent to the project. This notice and opportunity to comment is also being provided to affected local governments and public officials.

The Northeast Loop project, which is a continuation of TxDOTs 2010 Pine Mill Road intersection project, begins at Stillhouse Road and extends to Pine Mill Road. The Northeast Loop project would expand the roadway from two lanes in either direction to two high-speed, non-stop main lanes and two low-speed, controlled-access frontage roads in either direction. It will also add an overpass at North Collegiate Drive, improve safety with lighting, improve drainage, and add paths for bicycles and pedestrians. The proposed project would, subject to final design considerations, require additional right of way, varying from 223 to 520 in total width, and potentially displace 1 residence and 4 non-residential structures. Relocation assistance is available for displaced persons and businesses. Information about the TxDOT Relocation Assistance Program and services and benefits for those displaced and other affected property owners, as well as information about the tentative schedule for right-of-way acquisition and construction, can be obtained from the TxDOT district office by calling 903-737-9282.

The Southeast Loop project begins at FM 1497 and extends to FM 905. The Southeast Loop project will expand the roadway from two lanes in either direction to a five-lane design with two lanes of traffic in either direction and a wide center lane dedicated to left turns, as well as add a shared-use path, for bicycles and pedestrians, and improve the intersection of South Collegiate Drive near Paris High School. The proposed project would, subject to final design considerations, require additional right of way, varying from 200 to 425 in total width.

Any environmental documentation or studies, maps and drawings showing the project location and design, tentative construction schedules, and other information regarding the proposed project are on file and available for inspection Monday through Friday between the hours of 8 a.m. and 5 p.m. at the TxDOT Paris District Office, 1365 N. Main Street, Paris TX 75460. Project materials are also available online at www.Loop286.com.

The project materials are written in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs.

If you need interpretation or translation services or you are a person with a disability who requires an accommodation to review the project materials or submit information, please contact TxDOT Public Information Officer Tim McAlavy, Paris District, at (903) 737-9213 no later than 4 p.m. CT, at least three business days before the date on which you would like to review the project materials or submit information. Please be aware that advance notice is required as some services and accommodations may require time for TxDOT to arrange.

You may submit written comments on this project. Written comments may be submitted by mail to the TxDOT Paris District Office, 1365 N. Main Street, Paris TX 75460, or by email to Duane.Good@TxDOT.gov.

All comments must be received on or before Friday, December 15, 2023. If you have any general questions or concerns regarding the proposed project, please contact the TxDOT Project Manager Duane Good, PE, Advance Planning Engineer, at 903-737-9282 or Duane.Good@TxDOT.gov.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 9, 2019, and executed by FHWA and TxDOT.
