Fannin County Commissioners Court approves Lake Ralph Hall Comprehensive Plan, extends ban on outdoor burning

Fannin County, Texas -- Fannin County Judge Randy Moore presided over a regular meeting of Fannin County Commissioners Court held Tuesday, October 11, 2022. Commissioners A.J. Self, Jerry Magness and Dean Lackey were present; Edwina Lane was absent.

The meeting opened with an invocation by David Woodson, Fannin County Treasurer, and pledges were led by Major James Manis (Ret.).

Fannin County Commissioners Court voted to extend the countywide ban on outdoor burning.

"Things are a tinderbox out there," Judge Moore cautioned.

Judy Fullylove, Director of Energy Services at Texoma Council of Governments, gave a presentation regarding energy services at TCOG.

"This is my first time in the newly restored courthouse and I think it is gorgeous," Ms. Fullylove remarked.

"Since 2017, TCOG has expended $1,856,870 of federal funds on residents of Fannin County for weatherization, utility assistance, education and employment support," Fullylove reported.

Fullylove estimates that weatherization can reduce utility costs as much as 40%.

She went on to give a detailed explanation of utility assistance, education and employment support services available at TCOG.

Commissioner Magness and John Ed Shinpaugh, General Manager and Chief Executive Officer of Fannin County Electric Cooperative, both complimented Fullylove on the assistance TCOG has provided to residents of Fannin County.

Fannin County Commissioners Court approved the Lake Ralph Hall Comprehensive Plan.

The goal of the Comprehensive Plan is to guide future development around Lake Ralph Hall and protect the water quality. The Comprehensive Plan is not a zoning ordinance, but rather a community-driven guide for future land use that will likely continue to be modified.

"Like Newt [Cunningham] has said, we need to move on this," Magness stated. "There's always things we can change later."

Commissioner Lackey noted that the Lake Ralph Hall Comprehensive Plan is a living document, meaning that it is a document that will be continually edited and updated.

Daniel Harrison of consulting firm Freese and Nichols, Inc. discusses details the Lake Ralph Hall Comprehensive Plan during a public meeting held August 25, 2022 in Honey Grove, Texas.

Phase two, which is comprised of property zoning, development regulations and subdivision regulations, would be voted on by Fannin County Commissioners Court in the months ahead.

Fannin County Commissioners Court approved a resolution relating to the allocation of funds of the Local Assistance and Tribal Consistency Fund (LATCF) for eligible revenue sharing counties for fiscal years 2022 and 2023.

Each precinct will receive $12,500 for 2022 and again in 2023

Fannin County Commissioners Court voted to move $6,338.74 from 230-370-1450 (Reimbursement of Materials) to 230-623-3410 (R & B Mat Rock and Gravel).

Fannin County Commissioners Court voted to approve replat of Property ID# 125591 on CR 4040 in Ector, Precinct 1; 2.5 acres divided into two 1.25-acre lots.
