Texas Water Development Board approves $413,000,000 to the Upper Trinity Regional Water District (Fannin, Collin, Cooke, Dallas, Denton, Grayson, and Wise counties) for Lake Ralph Hall

Austin, Texas (August 5, 2020) –- The Texas Water Development Board (TWDB) today approved by resolution financial assistance in the amount of $413,000,000 from the State Water Implementation Fund for Texas (SWIFT) program* to the Upper Trinity Regional Water District (Fannin, Collin, Cooke, Dallas, Denton, Grayson, and Wise counties). The District will use the assistance to finance design and construction costs associated with Lake Ralph Hall.

The District could save approximately $2,000,000 over the life of the loan by using the State Water Implementation Fund for Texas program.

Lake Ralph Hall will create a new water supply for the District's growing service area and is expected to yield approximately 35 million gallons per day and up to an additional 19 million gallons per day of indirect reuse. With the assistance approved today, the District will finance the project’s major construction elements such as an earthen dam, intake and pump station, raw water transmission pipeline, utility relocations, and more.

The TWDB previously approved $100,580,000 in financial assistance to fund permitting, preliminary design, and land acquisition for this project.

The TWDB is the state agency charged with collecting and disseminating water-related data, assisting with regional planning, and preparing the state water plan for the development of the state’s water resources. The TWDB administers cost-effective financial assistance programs for the construction of water supply, wastewater treatment, flood control, and agricultural water conservation projects.

*The SWIFT program includes two funds, the State Water Implementation Fund for Texas (SWIFT) and the State Water Implementation Revenue Fund for Texas (SWIRFT). Revenue bonds for the program are issued through SWIRFT.
